About the Participating Agencies
MOBD serves as the state’s economic development office and manages the Economic Development Incentive Program (EDIP), which offers tax credits for qualifying business expansion projects. MOBD directors also act as navigators for the state’s Business Front Door portal, helping businesses streamline interactions with state agencies. In addition, MOBD houses the Massachusetts Center for Employee Ownership (MassCEO), which supports businesses exploring employee ownership models—often as part of succession planning.
MassDevelopment, the state’s development finance agency and land bank, works with businesses, nonprofits, banks, and communities to stimulate economic growth across the Commonwealth. In FY2025, MassDevelopment financed or managed 409 projects, generating more than $4.65 billion in investment statewide. These efforts are estimated to create or support 25,246 jobs and build or preserve 2,867 housing units. The agency offers a range of financing programs for small businesses, including equipment, real estate, and working capital solutions.
MassHire’s Rapid Response Team provides layoff prevention, early re-employment services, layoff management, and outplacement support for companies and their employees. The team also offers assistance with recruitment, hiring, workforce training, and tax credit programs.
